The audit found that Environment Canada did not have a system in place to count real emission reductions, track how effective specific policies are, or account for uncertainties.

The Kyoto Protocol Implementation Act requires the government to produce a plan each year outlining how Canada will meet its obligations under the Kyoto Protocol by 2012.
