Bipole III Hearings: Week One: October 1 - 5, 2012


The first week of Manitoba Clean Environment Commission (CEC) hearings on the controversial Bipole III transmission direct current transmission corridor took place in Winnipeg Oct. 1-5, 2012.

In total eight weeks of hearings are scheduled. Following the first week of hearings in Winnipeg, the CEC tours to various locations in northern and rural Manitoba in weeks two, three, and four. Winnipeg hearings resume October 29, continuing for another month.

The proposed Manitoba Hydro Bipole III project is a 1400 km 500kV high-voltage DC electrical transmission line originating near the site for the proposed Conawapa generating station on the Nelson River, and terminating east of Winnipeg, east of the Winnipeg Floodway.

Clean Environment Commission Manitoba logo Manitoba CEC is conducting public hearing about the potential environmental and socio-economic impacts of constructing and operating this proposed project, as requested by the Minister of Conservation and Water Stewardship. Using information gathered from hearings, the CEC will prepare a report for the minister, with recommendations regarding the project, potential licence standards and other matters.

Individuals, groups, and organizations can register to make a 15 minute or less presentation at an on tour, or Winnipeg hearing sessions.

Written submissions will also be accepted until November 1, 2012.

Manitoba Wildlands is registered as an unfunded participant for the Bipole III CEC proceedings and hearings for the Bipole III Transmission Project proposed by Manitoba Hydro.

Hearings began with Tracey Braun, Director of Manitoba Conservation and Water Stewardship (MCWS) Environmental Approvals Branch providing an overview of the environmental licensing process in Manitoba.

The proponent Manitoba Hydro then provided an opening statement, followed by the opening statements of the participants as follows:

Finlay Mac Innes, a Manitoba Hydro employee in Gillam Manitoba, made a presentation on Hydroelectric Generation in Northern Manitoba. Mac Innes was then examined by Manitoba Hydro and CEC panel members. Participants were given opportunity to cross-examine on October 4th and 5th.

Debra Zebrowski, Manager of Policy and Strategic Initiatives within Manitoba Hydro Aboriginal Relations Division, presented on Aboriginal Engagement and the Community Development Initiative for Bipole III.

Zebrowski was examined by Manitoba Hydro and CEC panel members. Participants were given opportunity to cross-examine on October 4th and 5th.

Rob Elder, a Manitoba Hydro Engineer, presented about construction aspects related to the converter station portions of the Bipole III project.

Cross-examination of the October 1, 2012 presentations by Neufeld, and Mazur began in the afternoon and continued the next morning. Mr. Tymofichuk, VP for Transmission, was unavailable for cross-examination.
