Bipole III Hearings: Week Nine: March 4-7, 2013 - Bipole III Hearings Resume After Adjournment


Manitoba Clean Environment Commission hearings on the Bipole III project resumed March 4-7, 2013. Hearings were initially scheduled to conclude in November 2012, but were adjourned until March 2013, to allow time to review Manitoba Hydro's supplemental environmental assessment for the route changes as suggested by Manitoba Conservation. Hearings are now scheduled to conclude after one final week of hearings March 11-14, 2013.

The resumption of the ninth week of hearings began on March 4th with a Manitoba Hydro panel presentation on the route adjustments and supporting supplemental EIS materials. Participants were then given the opportunity to cross-examine the Manitoba Hydro panel in the afternoon of March 4, 2013 and again on March 7, 2013.

The Bipole III Coalition (a grass-roots organization of Manitoba citizens concerned about the routing of Bipole III, who are a funded participant in the Bipole III CEC hearings) presented evidence of three expert witnesses on March 5, 2013 regarding: (1) feasibility of terminating Bipole III at the Dorsey Converter Station and re-routing Bipole II to the Riel Converter Station; and (2) feasibility of using underground cable for part of the Bipole III Route which traverses agricultural land. The Bipole III Coalition filed a motion January 11, 2013, which the CEC subsequently approved Janaury 18, 2013, requesting permission to introduce this additional evidence. The CEC, the proponent Manitoba Hydro, and other participants were also given the opportunity to cross-examine Bipole III Coalition experts.

Pine Creek First Nation (a First Nation with participant standing in the hearings whose traditional territory along the southwestern shore of Lake Winnipegosis will be crossed by the Bipole III corridor) presented evidence March 7, 2013. Pine Creek presented its evidence after the hearing adjournment as the route adjustments placed Bipole III corridor even closer to the Pine Creek Fist Nation.

The tenth and final week of hearings will include public presentations from Wuskwi Sipihk First Nation and Manitoba Lodges and Outfitters, a Manitoba Metis Federation presentation on routing alterations, final questions by the CEC panel, presentation of Manitoba Hydro rebuttal evidence, and the closing statements of all participants as well as the proponent Manitoba Hydro.
